While functioning as the Executive Director of the Howard County Mental Health Authority I had the pleasure of working with Bill McMahon to develop a comprehensive array of mental health services in the county. A Mobile Crisis Team (MCT) was implemented in 2001 in partnership with the HCPD and Grassroots. In 2010, under his leadership as Chief of the HCPD, Howard became one of the first counties in the state to implement Crisis Intervention Team (CIT) training for its officers, which provides training on mental health issues to front line officers in order to prepare them to interact more effectively with individuals with mental health issues. The CIT program in the county has been very effective due to the leadership of Chief McMahon. In partnership with the local Mental Health Authority, Chief McMahon advocated for additional county funding to hire a full- time mental health professional within the HCPD to provide a resource to officers who encountered individuals and families on a daily basis who needed assistance in accessing needed community services. As Sheriff, I am confident that he will effectively continue to address the needs of the community.

Bill McMahon, former Howard County Police Chief, became our Sheriff when appointed by the Governor in a time of leadership crisis in the Sheriff's Department. Bill immediately brought stability, integrity and the skilled and steady leadership needed to get back on track with the important work of the Sheriff's Department.  As the Director of Grassroots Crisis Intervention Center while Bill served as our Chief of Police, Bill worked with us to improve and expand the Mobile Crisis Team, which responds with the police to community emergencies. During that time the Chief called on Grassroots and other mental health professionals to assist individuals, families, and businesses affected by the tragic shooting at the Mall in Columbia.

Bill's training, experience, and instincts produced a national model for responding to a local, serious, community emergency.  Bill's purpose is to bring together community partners who can work together to best serve the needs of our residents.  Bill has led both the Police Department and the Sheriff's Office with humility guided by his ethics and his commitment to serve this community. I urge our voters to vote for Bill McMahon to continue as Sheriff in Howard County.

Bill is a past Police Chief of Howard County and performed his duties in a very professional manner. This includes a time in which Howard County was suffering from problems with its former Sheriff.
